Kazakhstan has consolidated the status of bloggers and their financial liability before the law.
On June 29, the deputies of the Senate approved the law on online platforms and online advertising adopted by the Majilis. The law establishes the procedure for state regulation in the field of online platforms and online advertising, defines the legal regime of their functioning.
The law prescribes the rights and obligations of users of online platforms, and establishes the status of influencers (bloggers with a large audience), as well as their responsibility to pay taxes and fines for disinformation.
For owners and legal representatives of online platforms, an obligation is introduced to immediately notify law enforcement agencies in case of detection of illegal content that entails a threat to the life or safety of a person and citizen, as well as to suspend the activity of accounts in Kazakhstan that post and distribute illegal content, information recognized as cyberbullying against a child, based on the instructions of the authorized body.
The law also establishes obligations for users of online platforms to identify and label online advertising placed on their pages, including targeted online advertising and sponsored content using text, graphic and other designations.
The law adopted by the Parliament has been sent to the President of Kazakhstan for signature.
