On June 22 representatives of federal ministries and agencies at the working session in the Presidential Council on Civil Society and Human Rights discussed the possibility of providing public services for those citizens who can’t register their place of residence. There are services such as the provision of medical care under the policy of compulsory health insurance, pension payment, and so on.
Three solutions were proposed:
1) Amendments in control of system of permit registration, which doesn’t have prejudice to rights of citizens without residence registration in the provision of public services;
2) New form of Utility Bill;
3) Specification of priority rights, where people have the greatest difficulties, and distribution of these rights on the principle of extraterritoriality (providing opportunities to realize rights which person has on the territory of their registration).
The meeting decided on the third solution, since the principle of extraterritoriality has already been applied in the pension field for over 20 years, as well as in the system of issuing passports.
Before July 20, representatives of the agencies agreed to discuss what social, civil and other rights to be extended to the principle of extraterritoriality. And funds for the implementation of these rights will be borrowed from the budget, and attached to the address of person. Proposals for specific types of rights will be considered by the Commission on Migration Policy and the Committee on Social Rights, in the Presidential Council . Working session with representatives of the departments will be held in August.
