Recently the Ministry of Commerce of China has issued a statement on the immediate carrying out of anti-dumping and countervailing duty investigation into imports of solar-grade polysilicon from the European Union (EU). A similar investigation was conducted by Chinese authorities in
July in respect of imports from the USA and South Korea.
In this time the initiators of such checks are Chinese factories producing solar polysilicon. The goal of the investigation, which may last for about a year, is the detection of the fact of the negative influence of active import from the EU on China's economy.
By the way, the European Union also carried out antidumping investigation concerning import of solar panels from China, which is the largest world manufacturer in this field. The same test conducted also the United States. Its result was the introduction of anti-dumping and compensatory measures in respect of China. Ultimately, it led to the fact that the latter accused the United States of provoking of such investigations that will cause a negative attitude to China by the world community and has a negative effect on the development of the energy industry in the country.
Expert’s opinion
«Anti-dumping war» waged by China with the United States and the European Union continues for more than one year. Taken measures already touched the construction, automotive, food industry and now that's got to energy.
It should be noted that China and especially the EU linked fairly strong by export-import relations and are the largest markets for each other. The investigation will last the whole year, but if it is necessary, will ne able to last even two years and can lead to any consequences. One thing is clear; there aren’t any winners in this «war». It’s hardly possible that introduction of anti-dumping and countervailing measures will give a long-term positive results and will contribute to the further development of the industry.
