Kazakh banks will not issue cards to foreigners

30.10.2023 The National Bank of Kazakhstan has developed a draft resolution in which it proposed to prohibit the issuance of bank cards to foreigners without a temporary residence permit or a residence permit.

The explanations to the project indicate that the issuance of the card will be possible only in the personal presence of the client and on the basis of "documents confirming the validity of being on the territory" of Kazakhstan. As examples of such documents, an employment contract, a training contract, a residence permit and others are indicated, a complete list is not provided. The stricter requirements are aimed at minimizing the risk of illegal transactions with cards of Kazakhstani banks, for example, drug trafficking or gambling.

The resolution of the National Bank will be discussed until November 9, 2023.
