The European Commission (hereinafter referred to as the EC) has published a Proposal to reform the customs regime of the European Union, which provides for the introduction of a new EU customs authority and a unified online data system. Changes will also be introduced regarding marketplaces, and the exemption from duties for goods worth less than 150 euros will be canceled.
Legislative proposals will be sent to the European Parliament and the Council of the European Union for approval, as well as to the European Economic and Social Committee for consultations.
The EC announced that the new EU customs authority will oversee the work of the EU Customs Data Center, which will act as the "engine" of the new system. Over time, the Data Center will replace the existing infrastructure of customs information technologies in the EU member States.
It is assumed that under the new regime, enterprises wishing to import goods into the EU will be able to register all information about their products and supply chains on a single online portal - the new EU Customs Data Center. This technology will collect data provided by enterprises and - with the help of machine learning, artificial intelligence and human intervention - provide authorities with a "360-degree overview" of supply chains and the movement of goods.
Enterprises will need to interact with only one portal when submitting customs information and submit data once for several shipments of goods. In some cases, when business processes and supply chains are completely transparent, the most reliable entrepreneurs will be able to put their goods into circulation on the territory of the EU without any active intervention of customs.
