The Institute for Quality of Life has published a ranking of the happiest cities in the world — the Happy City Index 2025. In total, 200 cities of the world were evaluated in the ranking.
The analysts took into account different factors affecting the happiness of the residents of each city. In particular, the following were considered:
- Economy: GDP per person, innovation spending, unemployment rate;
- Well-being of citizens: level of education, government support, housing affordability (rent and purchase);
- Management: the degree of involvement of residents in decision-making processes, transparency and openness of data, accessibility of electronic services;
- Environment: the level of air cleanliness, waste recycling and access to green spaces;
- Health: mental health support, access to treatment and safety, work-life balance;
- Mobility: traffic management, public transport efficiency, number of accidents.
For each of these categories, cities were assigned a certain number of points, then they were summed up. The TOP 10 is dominated by European cities.

2. Zurich, Switzerland
3. Singapore
4. Aarhus, Denmark
5. Antwerp, Belgium
6. Seoul, South Korea
7. Stockholm, Sweden
8. Taipei, Taiwan
9. Munich, Germany
10. Rotterdam, the Netherlands
Moscow took the 170th place in the rating.
