Tax Free system is introducing in Russia

The government has started the gradual introduction of the tax free system in Russia — on February 12th, Dmitry Medvedev announced the signing of resolutions on the start of the pilot project. The innovation will be tested in the four most popular regions for foreign tourists: Moscow, Moscow region, St. Petersburg and Krasnodar region.

The law on the return of VAT by foreign buyers (from countries outside the EU) when leaving Russia came into force on 1^st day of January this year. It is assumed that buyers will be able to return VAT (18%) from purchases in the amount of not less than 10 thousand rubles. The Law proposes that the FTA will receive information from the FCS about the exported goods, and from the operators — information about the redeemed tax free checks (for which taxes have already been returned).
