The EU will protect the right of Internet users to freedom of speech

						In the European Union, the fundamental agreement was reached on the draft law on the Digital Services Market (Digital Services Act), work on which began more than two years ago, but was suspended due to the COVID-19 pandemic. The law establishes new clear rules on the responsibility of large digital platforms for insufficient fight against illegal or malicious content and protects the fundamental rights of users to freedom of speech and protection of their personal data.

The statement says "the new law is based on such European values as respect for human rights, freedom, democracy, equality and the rule of law. It is designed to "rebalance the rights and obligations of users, Internet intermediaries, including the largest online platforms, and government agencies." The Digital Services Act will apply to all digital services that connect consumers with goods, services or content. In particular, they will have to remove illegal content more quickly, as well as more consistently protect the fundamental freedoms of users online.

Now the agreed draft law is subject to formal approval by the European Parliament and the European Council. Entry into force in all EU countries is expected within 15 months, starting from January 2024.
The actual adoption of the Digital Services Market Act (DSA) completes a complex and lasting process of reforming the EU regulation regime on the Internet.
